• Requires University of Illinois Hospital, hospitals licensed under the Hospital Licensing Act, and ambulatory surgical treatment centers to adopt policies ensuring elimination of surgical smoke through use of surgical smoke evacuation systems for all procedures using energy-based devices including electrosurgery and lasers.

• Defines "surgical smoke" as by-products from energy-generating devices including surgical plume, smoke plume, bio-aerosols, laser-generated airborne contaminants, and lung-damaging dust.

• Defines "surgical smoke evacuation system" as smoke evacuators, laser plume evacuators, or local exhaust ventilators that capture and neutralize plume at the origin point before it contacts employees' eyes or respiratory tracts.

• Requires all covered facilities to report to the Department of Public Health within 90 days after the Act's effective date confirming adoption of surgical smoke evacuation policies.
