Adds definition of "spoof" or "spoofing" to the Telephone Solicitations Act to mean deliberately falsifying caller ID information to disguise identity or phone number.

Prohibits persons, businesses, or organizations from spoofing caller information or misrepresenting the origin of telemarketing calls unless they have the right to use the name and phone number displayed.

Expands telephone solicitation definition to include calls placed by methods other than live operators, removing the previous restriction to "live operators" only.

Requires non-live operator telemarketing calls to immediately disclose the business or organization name and purpose, and prompt the recipient to confirm consent to the solicitation via audio confirmation or phone keypad selection.

Requires non-live operator solicitors to honor opt-out requests by removing callers from contact lists, with compliance to Federal Trade Commission Telemarketing Sales Rule Section 310.4(b) satisfying this requirement.
