Authorizes the Illinois Department of Healthcare and Family Services to establish delayed payment schedules for long-term care providers unable to pay assessment fees due to financial difficulties.

Prohibits the Department from denying a delay of payment request if the long-term care provider has not been paid for services provided during the month or months when the assessment is levied, or if a Medicaid managed care organization has not been paid by the State.

Amends Section 5B-4 of the Illinois Public Aid Code regarding payment of assessments on occupied bed days and licensed nursing bed days reported by long-term care providers.

Becomes effective immediately upon becoming law.
