Creates the Improving Access to State-operated Mental Health Facilities Act requiring the Department of Human Services, Division of Mental Health to implement policies facilitating the diversion or conditional release of forensic patients to community-based treatment when clinically appropriate

Mandates annual education and training for psychiatrists and clinical psychologists at state mental health facilities on nationally recognized best practices for evaluating forensic patient readiness for release and providing expert court testimony

Requires annual training for clinical social workers on available community mental health services to support patient transitions from inpatient to outpatient care

Directs the Division and Department of Healthcare and Family Services to develop a reimbursement mechanism within one year to compensate community providers for court-mandated appearances and documentation costs associated with accepting forensic patients

Requires the Division to develop policies within one year enabling admission of patients with co-occurring low-to-moderate medical conditions such as diabetes, and mandates annual reporting to the General Assembly on implementation progress and bed availability
