Amends the Illinois Procurement Code to allow bidders using compostable or recyclable foodware to receive preference over other bidders in state contracts, provided their bid is no more than 5% higher than single-use plastic foodware costs.

Prohibits state agencies and departments from procuring single-use plastic disposable foodware at state parks, natural areas, and the Illinois State Fair, effective January 1, 2022, requiring compostable or recyclable alternatives instead.

Requires all vendors contracted through state agencies to stop providing single-use plastic disposable foodware at state parks, natural areas, and the Illinois State Fair after January 1, 2023, or upon contract renewal.

Exempts single-use plastic straws from the prohibition when state agencies serve medically vulnerable persons, but straws may only be provided upon request by the individual.

Defines key terms including "compostable" (ASTM D6400 standard certified), "recyclable foodware" (accepted in curbside recycling), and "single-use plastic disposable foodware" (plastic items not compostable or recyclable).
