Increases the monthly personal needs allowance to $90 for medical assistance recipients residing in facilities licensed under the ID/DD Community Care Act, Community-Integrated Living Arrangements Licensure and Certification Act, Specialized Mental Health Rehabilitation Act of 2013, or MC/DD Act (previously $60).

Establishes a monthly personal needs allowance of $120 for medical assistance recipients residing in supportive living facilities as described in Section 5-5.01a.

Maintains a monthly personal needs allowance of $60 for medical assistance recipients residing in other facilities not specified in 89 Ill. Adm. Code 120.61(f)(2)(B) through (H).

State shall pay the difference between federal minimum allowance under Social Security Act Section 1902(q) and the specified amounts so recipients receive the full designated allowance from combined state and federal sources.
