SB3773 Summary

• Creates a new Prescribing Psychologist Licensing and Disciplinary Board with 9 members (5 prescribing psychologists, 1 general practice physician, 1 psychiatrist, 1 public member in mental health, and 1 training program professional) to advise the Secretary on prescribing psychologist licensure and discipline matters.

• Requires at least 3 of the 5 prescribing psychologist board members to specialize in treating lesbian, gay, bisexual, and transgender individuals, African Americans, Latinos, low-income communities, rural communities, or sexual assault victims.

• Removes provisions from the existing Clinical Psychologist Licensing and Disciplinary Board that allowed it to make recommendations specific to prescribing psychologist licensure and discipline.

• Establishes 4-year terms for board members with a 2-term limit, allows the Secretary to remove members for cause, and requires 4 members for a quorum on the new Prescribing Psychologist board.

• Allows initial prescribing psychologist appointees to be licensed clinical psychologists who have completed a master's degree in clinical psychopharmacology until the Department adopts implementation rules.
