Requires the Illinois Student Assistance Commission to set aside 15% of total annual Monetary Award Program (MAP) grant funds specifically for students attending public community colleges in Illinois

Amends the Higher Education Student Assistance Act, effective immediately upon becoming law

MAP grants cover tuition and necessary fees for Illinois residents who are U.S. citizens or permanent residents and who face financial barriers to completing their education

Maximum MAP grant amounts are capped at $6,468 per academic year (for fiscal year 2011 and after), subject to appropriation
