Amends the Board of Higher Education Act to require the Board to create a mobile application for public institutions of higher education by July 1, 2021.

Application shall be available on phones, tablets, and other electronic devices at the Board's discretion.

Application must include admission procedures, website links, and other information as determined by each public institution.

Each public institution shall have access and control of its own content in the application and be responsible for updating its own information.

Takes effect immediately upon becoming law.
