Requires units of local government to compile a list of all employees, consultants, contractors, and personnel whose accumulated payments or compensation reach at least $1,000 during each fiscal year.

Mandates continuous updates throughout the fiscal year to add names of persons reaching the $1,000 compensation threshold.

Requires publication on the unit's website with monthly updates, or if no website exists, monthly publication in a newspaper of general circulation in the county.

Exempts material protected under Section 7 of the Freedom of Information Act and excludes juror compensation from the requirement.

Limits home rule powers by prohibiting home rule units from compiling or publishing compensation information in any manner inconsistent with this Section.
