Reduces the minimum number of days required to qualify for one month of service credit in the State Universities Retirement System (SURS) from 15 days to 12 days, provided the participant receives any earnings as an employee during that calendar month.

Maintains existing service credit calculations where 8 or more months equals one year of service, with proportional credit (3/4, 1/2, or 1/4 year) for fewer months during an academic year.

Excludes any benefit increases resulting from this amendatory act from the definition of "new benefit increase" under Section 15-198, exempting them from the 5-year expiration requirement and additional funding provisions that apply to other new benefit increases.

Applies these changes to the State Universities Article of the Illinois Pension Code (40 ILCS 5).
