• Removes language permitting disclosure of mental health records to "advocates" consulted by therapists or agencies, leaving only "attorneys" as permissible recipients for legal consultation.

• Exempts disclosures to attorneys consulted about the therapist's or agency's legal rights or duties from the requirement to note the disclosure in the recipient's record.

• Amends the Mental Health and Developmental Disabilities Confidentiality Act (740 ILCS 110/9 and 110/13).

• Maintains all other existing exceptions for disclosure without consent, including to supervisors, staff teams, peer reviewers, and designated state agencies.
