• Changes teacher evaluation plan requirements to allow school districts to determine research-based and proven evaluation practices rather than mandating incorporation of student growth data as a significant factor.

• Specifies evaluation practices may include student growth data, student surveys, teacher self-evaluation, goal-setting, peer feedback, practices approved by joint committees, or recommendations from the Performance Evaluation Advisory Council.

• Modifies fallback provisions so that if a joint district-teacher committee cannot reach agreement within 180 calendar days, evaluation ratings shall be based on professional practice in the district's plan (rather than implementing a state model evaluation plan).

• Allows the Performance Evaluation Advisory Council to develop nonregulatory guidance on research-based and proven evaluation practices.

• Requires joint committees to meet at least annually to assess and review the effectiveness of the district's evaluation plan for continuous improvement.
