Requires day care centers to provide free trauma counseling services to children from birth through fifth grade who have been identified as needing such services.

Requires schools to provide free trauma counseling services to children enrolled in Kindergarten through fifth grade who have been identified as needing such services.

Defines a trauma counselor as a licensed professional counselor with experience or certification in treating childhood trauma.

Allows a child to be identified as needing trauma counseling if the child reports trauma or if a parent, guardian, or employee reports that the child has experienced trauma.

Exempts the mandate from State Mandates Act reimbursement requirements, meaning no state reimbursement is required for implementation.
