Requires all Illinois higher education institutions to conduct a sexual misconduct climate survey every 2 years of all students and publish results on their websites in an easily accessible manner.

Establishes a 17-member Task Force on Campus Sexual Misconduct Surveys to develop and recommend a base survey template to the Attorney General for use by all institutions, with members including students, survivors, researchers, and representatives from various education sectors and advocacy organizations.

Creates a data repository within the Attorney General's Office to collect and publicly display all sexual misconduct climate survey summaries from higher education institutions on the Attorney General's website.

Requires survey questions to gather information on incident types, reporting rates, institutional policies awareness, victim support resources, campus safety perceptions, and demographic data to identify at-risk groups, while maintaining student anonymity.

Authorizes the Attorney General to impose civil penalties up to $150,000 (adjusted annually for inflation) on institutions that violate or fail to comply with survey requirements, with penalty funds used for oversight and victim services.
