Amends the Illinois Insurance Code to extend the deadline for a workgroup to provide recommendations on health plan data reporting requirements from December 31, 2019 to June 30, 2020.

The workgroup, comprised of 11 members including mental health experts, behavioral health providers, and insurance representatives, shall recommend data reporting requirements that separately break out mental health and substance use disorder benefits from other medical benefits.

Workgroup recommendations must address claims denials, prior authorization issues, medical necessity denials, external review outcomes, network adequacy, and limitations within state mental health and substance use disorder programs.

Insurers must submit annual reports starting July 1, 2020 containing detailed information about pharmacy management, utilization review processes, medical necessity criteria, and comparative analyses demonstrating compliance with mental health parity requirements.

Insurers must make parity compliance information publicly available on websites and in plan materials, and the Auditor General shall review state agency compliance with mental health parity provisions.
