IL SB3845

Amends the Grant Accountability and Transparency Act to exempt public institutions of higher education from certain provisions when receiving State appropriation-funded awards, limiting the Act's application to only federal pass-through awards from State agencies

Removes "State appropriations" from the types of awards to which Sections 20, 25, and 45 apply for public institutions of higher education, leaving only federal pass-through awards subject to these requirements

Requires the Act to recognize provisions in 2 CFR 200 (federal Uniform Guidance) as applicable to public institutions of higher education, including Appendix III of Part 200 and cost principles under Subpart E

Federal pass-through awards from State agencies to public institutions of higher education must continue to comply with federal guidelines under 2 CFR 200

Takes effect immediately upon becoming law
