Allows the Department of Commerce and Economic Opportunity to provide provisional certification of substantially complete Enterprise Zone applications pending receipt of remaining required items or additional requested information.

Creates provisional decertification for Enterprise Zones that fail to report any capital investment, job creation or retention, or State tax expenditures for 3 consecutive calendar years, with the same notice and probationary procedures as regular decertification.

Permits the Department to decertify an Enterprise Zone if 60% or more of businesses receiving tax incentives within that zone fail to submit required information to the Department in any calendar year.

Provisionally decertified zones approved after the 101st General Assembly that have existed for less than 15 years are ineligible for an additional 10-year designation after their original term expires.

Makes conforming amendments to Enterprise Zone provisions regarding amendments, decertifications, and accounting requirements for businesses receiving tax incentives.
