Reduces the issuance timeframe for cannabis agent identification cards from 15 business days to 5 business days after approval across all cannabis business types (dispensing organizations, cultivation centers, craft growers, infusers, and transporters).

Requires all cannabis retail workers (owners, managers, employees, and agents) to complete a Responsible Vendor Program training within 90 days of September 1, 2019 or employment, whichever is later, and annually thereafter.

Mandates training modules include at least 2 hours of instruction covering health and safety concerns, driving laws, sales restrictions, identification verification, inventory tracking, security requirements, and other regulatory compliance areas.

Allows electronic application processes for agent identification cards and requires applicants to disclose any prior disciplinary actions taken against them in cannabis businesses or related establishments.

Takes effect immediately upon becoming law.
