Removes the requirement that stallions qualifying for Illinois Standardbred Breeders Fund breeding must be owned by Illinois residents or Illinois corporations with all-resident shareholders, directors, officers, and incorporators

Eliminates the prohibition on transporting semen from qualified stallions outside of Illinois

Removes the requirement that stallion owners must have been Illinois residents for the previous 12 months

Eliminates provisions requiring that partnership agreements, joint ventures, syndicates, and corporate documents restrict ownership or transfer of interest in stallions to Illinois residents only

Stallions must still stand for service within Illinois at the time of conception and cannot stand for service outside Illinois during the calendar year the foal is conceived
