Amends the Chicago Police Article of the Illinois Pension Code to modify provisions for service credit while on leave of absence performing safety or investigative work for Cook County, the State of Illinois, or the federal government

Defines "investigative work" as requiring a systematic inquiry into obtaining and examining facts and evidence, excluding simple gathering of information

Changes the pension board's authority from mandatory ("shall") to discretionary ("may") when reconsidering previously denied applications for service credit submitted between January 1, 1992 and April 1, 2008

Requires police officers to contribute the necessary funds to the pension fund within 5 years after their application is approved but before retirement, with sole responsibility for ensuring contributions are received

New leave of absence requirement for obtaining service credit while performing safety or investigative work for Cook County takes effect January 1, 2021
