Requires the Department of Human Services to increase rates and reimbursements for community-based providers serving individuals with developmental disabilities by $0.58 per hour for front-line personnel in Chicago and $0.62 per hour for front-line personnel in the rest of the State, effective within 30 days of the bill's enactment.

Front-line personnel covered by wage increases include direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff.

Mandates the Department to publish an annual wage chart establishing either a single statewide wage or separate wages for Chicago and the rest of the State, with future wage requirements increasing by at least the consumer price index-u annually.

Requires service providers to verify compliance with wage requirements through expenditure reports submitted to the Department, which may conduct audits and impose sanctions including suspension of intake or contract termination for non-compliance.
