• Removes the prohibition on unlicensed persons using the title "certified athletic trainer," "athletic trainer certified," or certain credential letters, while retaining the prohibition on using "athletic trainer" or "licensed athletic trainer" without a license.

• Adds two new grounds for disciplinary action: failing to maintain complete and accurate records of all treatments rendered and failing to provide copies of medical records as required by law.

• Modifies the definition of "referral" to include written or verbal authorization and standing orders/protocols from physicians, with broader application to various qualified health care professionals beyond just physicians.
