Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act to expand the definition of "minority person" to include individuals certified as "socially disadvantaged"

Defines "socially disadvantaged person" as someone certified by the Business Enterprise Council as having experienced racial or ethnic prejudice or cultural bias in American society due to group membership, regardless of individual qualities

Requires socially disadvantaged certification to demonstrate: at least one distinguishing feature contributing to disadvantage (such as race, ethnic origin, gender, disability, or isolated residence), personal experiences of substantial and chronic social disadvantage, and negative impact on business entry or advancement

Grants the Business Enterprise Council authority to evaluate education, employment, and business history to determine whether circumstances show disadvantage in the business world

Allows individuals who may not fit existing minority categories to qualify for minority-owned business programs through individual certification of social disadvantage
