IL SB3898

Establishes a goal that at least 3% of total dollar amount of State contracts be awarded to service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB), with subcontracted portions counting toward this goal.

Requires the Department of Central Management Services to submit an annual report to the Governor and General Assembly including year-by-year comparisons of certifications issued, obstacles faced in certifications, and awarded contracts to veteran-owned businesses.

Mandates the Department of Central Management Services conduct a minimum of 2 outreach events per year to inform veteran-owned businesses about state procurement opportunities and certification requirements.

Allows the Department to recognize businesses certified by the federal Vets First Verification Program of the U.S. Department of Veterans Affairs if they provide documentation of federal certification, proof of Illinois home office, and proof that owners live in Illinois.

Authorizes the Department, in consultation with the Department of Veteran Affairs, to develop programs encouraging cities, counties, towns, and other entities to adopt uniform certification procedures and recognition programs for veteran-owned businesses.
