Appropriates $2,261,962,900 from the State Lottery Fund for the Department of the Lottery's ordinary and contingent expenses for fiscal year beginning July 1, 2020

Allocates $2,000,000,000 for payment of prizes to lottery ticket holders, including multi-state lottery games and promotional or incentive prizes

Provides $240,065,400 for expenses of developing and promoting lottery games

Funds personnel and operational costs including $5,753,400 for personal services, $5,302,000 for contractual services, and $4,233,600 for electronic data processing

Takes effect July 1, 2020
