Appropriates $64,718,600 total for Department of Military Affairs operations for fiscal year beginning July 1, 2020, funded from General Funds ($18,207,900), Other State Funds ($6,100,000), and Federal Funds ($40,410,700)

Allocates $17,347,900 from General Revenue Fund for statewide operations including departmental expenses ($14,581,200), State Officers' Candidate School ($1,500), and Lincoln's Challenge ($2,765,200)

Appropriates $8,600,000 from Federal Support Agreement Revolving Fund for Lincoln's Challenge programming and $14,610,700 for Army/Air Reimbursable Positions facilities operations

Provides $17,200,000 from Federal Support Agreement Revolving Fund for Army National Guard facilities operations and maintenance under Cooperative Funding Agreements

Establishes supplemental appropriations including $5,000,000 for military family relief grants, $1,000,000 for youth programs, $850,000 for federal support revolving fund deposit, and $100,000 for military justice expenses
