Appropriates $7,892,417,000 total to the Department of Central Management Services for fiscal year beginning July 1, 2020, consisting of $2,089,324,000 from General Funds and $5,803,093,000 from Other State Funds

Provides $58,390,300 from General Revenue Fund for ordinary and contingent expenses including civil lawsuit claims ($1,445,300), auto liability ($1,360,300), wage claims ($1,500,000), and Upward Mobility Program ($5,000,000)

Appropriates $118,516,200 from Workers' Compensation Revolving Fund for administrative costs and claims for state agency and university employees

Allocates $286,602,300 from Facilities Management Revolving Fund and $1,600,000 from State Employees Deferred Compensation Plan Fund for administrative expenses

Appropriates $1,621,513,100 from General Revenue Fund for Group Insurance and additional $400,000,000 contingent upon Public Act 101-0008 taking effect; establishes $5,000,000,000 total for health care coverage and life insurance from Road Fund, Group Insurance Premium Fund, and Health Insurance Reserve Fund
