Appropriates $289,577,700 total to the Department of Employment Security for fiscal year 2021, comprised of $21.2 million in General Funds, $4 million in Other State Funds, and $264.4 million in Federal Funds

Appropriates $251,468,400 from the Title III Social Security and Employment Fund for operational expenses, awards, grants, and permanent improvements

Allocates $8.4 million from Title III Fund for workforce development including $3.7 million for employment security automation, $2.5 million for benefit information system redefinition, and $2 million for a Workforce Innovation and Opportunity Act Hub

Appropriates $2.1 million from the Unemployment Compensation Special Administration Fund for legal assistance ($2 million) and interest on erroneous refunds ($100,000)

Provides $26,734,300 for unemployment compensation benefits to former state employees from the Road Fund ($4 million), Title III Fund ($1.7 million), and General Revenue Fund ($21 million), plus $200,000 for Automatic Voter Registration implementation

Takes effect July 1, 2020
