Funds Evidence-Based Funding formula totaling $7 billion across multiple state funds (Education Assistance Fund, Common School Fund, General Revenue Fund, Fund for Advancement of Education)

Appropriates $1 billion for specific education programs including disabled student services ($540 million), transportation reimbursement ($289 million), early childhood education ($594 million), and career/technical education ($43 million)

Allocates $1.7 billion in federal funding for Title I-X programs, IDEA special education ($754 million), child nutrition ($1 billion), and various health and support services

Appropriates $5.8 billion to Teachers' Retirement System of Illinois and Chicago Public School Teachers' Pension Fund for state pension and health insurance contributions
