Creates a 5-year Pembroke Township Natural Gas Investment Pilot Program administered by the Department of Commerce and Economic Opportunity to distribute grants for constructing new natural gas pipelines and infrastructure in Pembroke Township.

Requires grant applicants to demonstrate that funds will result in construction of new natural gas pipelines providing service to township residents and to comply with all departmental rules.

Establishes the Pembroke Township Natural Gas Investment Pilot Program Fund as a special fund in the State treasury, allowing the Department to accept private, public, and federal funds for deposit into the account.

Mandates the Department submit annual reports to the Governor and General Assembly beginning March 1, 2022, including cost estimates, recommendations for program improvements, and a recommendation on whether the program should continue.

Permits eligible applicants including non-profit organizations, community action associations, and entities regulated under the Public Utilities Act to serve as grantees under the program.
