SB3987 Summary

• Governor may declare a disaster and exercise emergency powers for up to 30 days under the Illinois Emergency Management Agency Act.

• After the initial disaster proclamation, the Governor may only extend the declaration or issue further proclamations if the General Assembly passes a resolution approving the extension within 5 calendar days.

• If the General Assembly fails to pass the resolution within 5 days, any extension or further proclamation becomes null and void, though actions taken during the interim period remain valid.

• If the General Assembly cannot convene due to health or safety concerns, an extension may continue in effect until the legislature can meet, provided the Senate President, House Speaker, and both Minority Leaders submit written certification that convening is impossible.

• The Act takes effect immediately upon becoming law.
