• Allows protocols to vary by Emergency Medical Services Region based on COVID-19 case rates, with stricter requirements in regions with higher infection rates and less stringent requirements in regions with fewer cases.

• Permits businesses, hospitals, healthcare facilities, and day care centers that comply with the protocols to reopen and rehire staff at their discretion as soon as practicable.

• Amends the Illinois Emergency Management Agency Act to require the General Assembly to pass a resolution approving any extension or further proclamation of a disaster declaration within 5 calendar days, or the extension becomes null and void.

• Allows disaster proclamation extensions to continue without General Assembly approval only if the four top legislative leaders (Senate President, House Speaker, and both Minority Leaders) certify in writing that the General Assembly cannot convene due to health or safety concerns.
