Designates June 19 as Juneteenth National Freedom Day, a permanent state holiday observed annually to commemorate the abolition of slavery in 1865.

Changes observance from the third Saturday in June to June 19 each year, with the following Monday observed as the holiday when June 19 falls on a Sunday.

Adds Juneteenth National Freedom Day to the list of holidays recognized under the Election Code, Illinois Procurement Code, School Code, and Promissory Note and Bank Holiday Act.

Takes effect immediately upon becoming law.
