• Requires police training curriculum for probationary and in-service officers to include instruction on prevention of positional asphyxiation.

• Prohibits peace officers from using prolonged restraint above the shoulders with risk of positional asphyxiation during performance of duties unless deadly force is justified under law.

• Prohibits peace officers from using prolonged restraint above the shoulders, chokehold, or neck contact to prevent destruction of evidence by ingestion.

• Defines "prolonged restraint above the shoulders with risk of positional asphyxiation" as continued use of a restraint technique on the neck or head that interferes with breathing after the person no longer poses a threat.

• Takes effect upon becoming law.
