SB4005 - Police Training and Licensing

• Amends the Illinois Police Training Act to change police officer credentials from "certification" to "licensure" for full-time and part-time officers, with existing certificates automatically converted to licenses.

• Grants the Illinois Law Enforcement Training Standards Board authority to require local governmental units to furnish personnel rosters, employment status reports, and annual training plans.

• Establishes procedures for decertification or license revocation of officers who knowingly and willfully violate department rules carrying discharge as a penalty, with hearings conducted by the Illinois Labor Relations Board State Panel.

• Creates a mechanism allowing verified complaints against officers for perjury in murder cases (post-acquittal, new trial, or post-conviction relief) to be filed by the defendant or officers with personal knowledge, with investigation by an 8-member task force and potential license revocation upon clear and convincing evidence.

• Provides accused officers with procedural protections including legal representation, immunity for reasonable attorney's fees paid by employers, and prohibition from unpaid suspension until final non-appealable determination of guilt.
