Amends the Department of Commerce and Economic Opportunity Law to establish the Local Coronavirus Urgent Remediation Emergency (Local CURE) Support Program to provide financial support to municipalities and counties for COVID-19 related expenses.

Allocates funds to municipalities and counties based on proportionate population, excluding units of local government in the five Illinois counties that received direct federal allotments from the Coronavirus Relief Fund.

Authorizes the Department to establish administrative procedures including application processes, grant agreements, certifications, and payment methodologies for distributing support funds.

Provides that rules adopted for the program shall not prohibit or restrict municipalities and counties from making expenditures authorized by United States Department of the Treasury guidelines or as determined by Congress.

Limits eligible expenses to necessary COVID-19 related costs incurred between March 1, 2020 and December 30, 2020 that were not included in the unit's most recent budget as of March 27, 2020.
