IL SB4015

Expands the definition of "lobbying" under the Illinois Governmental Ethics Act to include communications with state executive or legislative officials intended to influence executive, legislative, or administrative action, and communications with local government officials intended to influence official action.

Prohibits members of the General Assembly, their spouses, and immediate family members living with them from engaging in lobbying activities if they accept compensation specifically attributable to that lobbying, beyond compensation provided by law for their legislative service.

Permits members of the General Assembly, their spouses, and immediate family members to engage in uncompensated lobbying or lobbying as part of their official legislative duties.

Changes the penalty for violating Section 2-101 from a misdemeanor to a Class 3 felony.

Takes effect immediately upon becoming law.
