IL SB4016

Prohibits current members of the General Assembly from negotiating employment with lobbying entities that actively lobby the General Assembly during their term of office.

Establishes a one-year "revolving door" prohibition preventing former General Assembly members from accepting compensation for lobbying the General Assembly after leaving office (or one year after their term ends, whichever is longer).

Expands revolving door restrictions on former state officers and employees accepting employment from entities they regulated or procured contracts for, with separate two-year restrictions for gaming and cannabis licensing activities.

Requires state agencies to adopt policies identifying positions with authority over state contracts or regulatory decisions, and mandates Inspector General approval before employees in those positions can accept outside employment within one year of leaving state service.

Establishes appeal procedures allowing affected individuals and the Attorney General to challenge Inspector General employment restriction determinations to the appropriate Ethics Commission.
