Adds new definitions to the Illinois Teaching Excellence Program including "diverse candidate," "National Board certified teacher" facilitators and liaisons, and "rural or remote" schools using National Center for Education Statistics locale codes 32, 33, 41, 42, and 43.

Changes the annual incentive structure from a fixed $1,500 to a maximum of $1,500 prorated at $50 per hour for qualified educators providing up to 30 hours of mentoring or professional development.

Expands incentive eligibility to include teachers in rural or remote schools (not just school districts) and adds $3,000 one-time and $3,200 annual incentives for rural/diverse candidate cohort facilitators.

Establishes separate incentive tracks for diverse candidate cohort facilitators and liaisons with $3,200 annual and $2,500 annual payments respectively, with priority funding for these programs.

Effective immediately upon enactment.
