IL SB4022

Amends the Illinois Adoption Act's definition of "related child" to include children subject to adoption where either or both adopting parents is a former step-parent.

Adds "or former step-parent" to the list of relationships that qualify a child as "related" for adoption purposes, alongside existing relationships such as parent, grandparent, step-parent, sibling, and various other blood and marital relations.

Maintains all existing conditions and limitations on the related child definition, including provisions regarding consent, surrender, waiver, and parental rights termination.
