IL SB4027

Reduces capitation rates paid by the Department of Healthcare and Family Services to managed care organizations by 20% during any disaster proclamation issued by the Governor in response to the COVID-19 public health emergency.

Applies retroactively to the Governor's Gubernatorial Disaster Proclamation issued on March 9, 2020 and any subsequent COVID-19 related disaster proclamations.

Requires the Department to reduce future capitation payments on a prorated basis to recover any amounts paid in excess of the reduced rates prior to the bill's effective date.

Takes effect immediately upon becoming law.
