IL SB4030

Amends the General Assembly Organization Act to allow remote participation and voting by members during times of pestilence or emergencies resulting from domestic or foreign terrorist attacks, by joint proclamation of the Speaker of the House and President of the Senate.

Permits committees of either chamber to participate remotely pursuant to chamber rules, with each chamber required to adopt rules governing remote participation.

Defines "participate remotely" as simultaneous, interactive participation through communication technologies that allow public viewing of sessions and committee meetings.

Prohibits chamber rules from requiring a quorum of members to be physically present and allows quorums to be established remotely.

Takes effect immediately upon becoming law.
