SB4032 Summary

• State Comptroller is authorized to acquire real property in Springfield during fiscal years 2021 and 2022 that is deemed necessary to carry out the Comptroller's powers and duties, subject to the Public Contract Fraud Act.

• Real property acquired may be subject to third-party interests as long as those interests do not prevent the State Comptroller's intended beneficial use of the property.

• State Comptroller may enter into contracts for construction, reconstruction, or renovation projects on acquired property and may equip, lease, repair, operate, and maintain facilities in accordance with Comptroller Procurement Rules substantially aligned with the Illinois Procurement Code.

• Creates the Capital Facility and Technology Modernization Fund as a special fund in the State treasury to be used for purchasing, leasing, repairing, and maintaining acquired real property and for modernization and maintenance of information technology systems and infrastructure.

• Takes effect immediately upon enactment.
