Creates a Task Force on Charter Public School Facilities to examine issues related to charter school access to facilities and capital funding in Illinois

Task Force shall analyze current Illinois Charter Schools Law provisions, compare charter funding across states, and recommend changes to ensure equitable access to safe and appropriate facilities

Task Force membership consists of 17 members including legislators, the State Superintendent of Education, school district leaders, teachers' representatives, charter school operators, business community representatives, and community development financial institution representatives

Members must be appointed within 30 days of resolution adoption and begin meetings within 30 days thereafter; the State Superintendent may make gubernatorial appointments if the Governor does not meet the deadline

Task Force must issue a report with recommendations for state law changes regarding charter public school facilities by January 1, 2021, and shall be dissolved upon report issuance
