Creates the Illinois Automated Dialing and Solicitation Task Force to review and update the Telephone Solicitations Act (815 ILCS 413/).

Task Force shall study penalties for Do Not Call List violations, penalties for call spoofing, and new technology for preventing automated calls.

Task Force composition includes four General Assembly members (one from each legislative leader's caucus), one Governor's office member (as Chair), two Attorney General office members, one Illinois State Police director appointee, and five telecommunications industry members.

Members serve without compensation and the Governor's office provides administrative support.

Task Force must submit its report to the General Assembly by December 31, 2019, and dissolves upon filing the report.
