Board of Higher Education and Illinois Community College Board must jointly identify shortcomings in meeting Public Act 99-636 goals to ensure General Education Core Curriculum courses transfer with full credit between institutions toward baccalaureate degrees.

Each four-year institution in the Illinois Articulation Initiative (IAI) must review transfer credits of all incoming transfer students to identify courses not deemed transferable with full credit, including prerequisite courses within majors.

Public institutions participating in IAI must align General Education Core curricula with IAI course codes, accept all General Education Core courses with full credit toward baccalaureate degrees, and not require transfer students to retake general education courses or take additional courses beyond the package.

Illinois Board of Higher Education and Illinois Community College Board must work with the Illinois State Board of Education to educate high school counselors statewide on IAI operations, General Education Core Curriculum, and course transferability processes.

Illinois Board of Higher Education and Illinois Community College Board must submit a report by January 9, 2020 with findings and recommendations to the Governor and General Assembly regarding IAI review results and necessary actions to achieve resolution goals.
