Directs IDOT to eliminate local government matching fund requirements for Complete Streets features such as sidewalks, pedestrian refuge islands, and bike lanes on state routes.

Calls for evaluation of Complete Streets policy implementation, including assessment of equitable distribution of facilities in low-income communities.

Directs IDOT to establish a bike planning program fund for local communities, particularly low-income areas, and create a transportation equity working group focused on improving options in communities of color and low-income neighborhoods.
