Establishes a joint advisory council between the Illinois Community College Board and Illinois Board of Higher Education to examine developmental education practices across Illinois public colleges and universities.

Requires the council to deliver a benchmarking report by April 1, 2020, including an inventory of all developmental education models, analysis of student completion rates, and assessment of placement policies and practices.

Directs the council to develop by July 1, 2020, a detailed scaling plan for developmental education reforms aimed at increasing college-level course completion within students' first two semesters, with reduced reliance on standardized test scores and increased use of high school GPA.

Specifies "improved placement measures" as those that increase direct enrollment into college-level courses and reduce the overall percentage of students placed into developmental education.

Advisory council consists of 22 members including state education officials, legislators, faculty representatives, labor advocates, and higher education advocacy organizations, with final report due January 1, 2021.
