Creates a Department of Children and Family Services Working Group consisting of 12 voting members (3 recommended by Senate President, 3 by Senate Minority Leader, 3 by House Speaker, and 3 by House Minority Leader) plus the DCFS Director and Governor as ex officio members.

Designates one member recommended by the Senate President and one recommended by the House Speaker as Co-Chairpersons of the Working Group.

Tasks the Working Group with reviewing State regulations affecting DCFS to determine best practices and compile recommendations to address the needs of the DCFS population.

Authorizes the Working Group to hear testimony from service providers, families, foster families, youth in care, former youth in care, DCFS staff, social workers, children's advocates, and Early Learning Council members.

Requires DCFS to provide administrative support for the Working Group in cooperation with the legislative caucuses.
